Gordon has submitted a report to the Chairman of the Strategic planning committee and the NCC legal services manager- To request permission to take part in the meeting as he had asked for this matter to be brought before a committee, this was granted as he has not shown any pre- determination of the application.

The Ferndene application is due before the Strategic planning committee on 2/6/20

Successful training and tests to allow online planning committees to be held have been completed and we expect that the committees will now take place in the near future.
Delegated decision making by officers have been expanded as a result of the pandemic.
Guidance will now be drawn up and made public.
We have been advised that an officer only trial of a virtual planing meeting has taken place and was well received, next week a further trial of the system will take place involving members of the strategic planning committee.
If this works well planning committee meetings will be held in May 2020 onwards using google hangouts (or similar methods).
Delegated decision making is being expanded to allow the backlog of applications to be dealt with.
Gordon has insisted that the Ferndene application is still brought before a committee and this has been agreed.
The other application that has received a level of public interest is ‘The Allotment site’
This has not been progressed at this time as requests we made to the planning dept could not be enquiried into due to the lockdown.
Reminder to all interested parties that they can make representations at anytime up to the planning application is heard, the best way is to e mail the planning officer(s) and you may wish to copy in your County Councillor as well.
When will the Ferndene application be heard ?
We do not know yet but if asked to guess, possibly mid May 2020 but this is no more than a guess.
We do not have any more information about the way the new style planning committees will operate, but they will broadly follow the normal procedures so far as public speaking timings, debate process etc.
There has to be time for the papers to be prepared and Cllrs as well as the public to be notified, Cllrs via e mail and the papers sent to them, and the public notified as always via a notice on the NCC website.

The Government has now given Councils the authority to conduct meetings differently including via video conferencing. – CLICK HERE
There will be a backlog of applications awaiting coming before committees.
We do not have any information at this time about when the committees will start to meet in some form.

Update 1/4/20 – Due to the virus outbreak the way the Govt & Councils operate has changed in many ways, incl the planning applications.
If applications are to go before a committee the way in which that committee operates has changed such as video conferencing – This has required a change in the law.
There is therefore a backlog of applications awaiting consideration by committees.
The application to have this proposal brought before a committee has been accepted, and it is expected to be before the Tynedale Local area council at its April meeting.
Consultation continues, although the online portal will not allow comments to be uploaded now but if anyone wishes to make comments to the planning dept please e mail them directly.

As can be seen in our dedicated planning webpage planning applications decisions can be made in a number of ways.
Gordon has applied to have this application brought before a planning committee & await a decision to see if the application has been successful.
In addition a onsite visit may or may not be permitted.
Further – Planning application notices are normally placed on signposts and letters delivered to properties close by, in addition a legal notice in a local newspaper ie The Hexham Courant. – These has taken place.
Gordon has now asked that this be expanded and the planning dept has agreed to another street sign notice and also letters to be sent to other addresses close by.

Update February 2020
We continue to communicate with residents who have contacted us about this application, and we are available 7 days a week.
Gordon has set about calling at all homes in the Humbles wood estate, this is merely to try to ensure that everyone is aware of the planning application.
He may not call at the homes of people who are already in contact with him, he is leaving a calling card at all homes he visits and does not receive a reply.
He has also held ‘street surgeries’ on this estate, Cottier Grange as well as other areas throughout the town.
This is above and beyond normal practice in relation to planning applications.

- This application is separate to the Ferndene application.
- The Ferndene application has now been lodged with NCC and awaiting release to the public after fact checking by the planning dept.
- The Northgate application is connected strategically to the wider Ceder project.

On the 23rd October 2019 the trust held the information drop in event.
Residents living close to the Hospital were notified by the trust.

We attended to see the information provided and to also hear the questions and views of the residents & others attending.
This event was not part of any formal consultation.
No planning application has been submitted, but the trust expect to submit one to NCC in the next few weeks.
If this takes place the NCC planning dept will check the application and it will then be made public a week or so after it has been submitted, sometimes this may take longer.
Statutory consultees will be informed by NCC these include Highways, water authority, public protection, Prudhoe Town Council and others. Click here
